However, President Rodrigo Duterte on May 25, expressed that he would not allow a face to face classes until the vaccine is available. Further, the CHED in its COVID ADVISORY No. 7 issued on 24 May 2020, under <u>A. On HEI Operations and Work Arrangements 1.d<\/u> stated that <em>\u201c<\/em><em>The opening of classes for AY 2020-2021 shall be based on the HEI\u2019s delivery mode, subject to compliance with minimum health standards and the situation on the ground: <\/em><\/p>\n<ol style=\"text-align: justify;\">\n<li><em> HEIs using full online education can open any time after May 31, 2020;<\/em><\/li>\n<li><em> HEIs using flexible learning can open anytime in August 2020;<\/em><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><em>iii.
